God is the almighty Lord, whose sphere of influence is boundless. He has given His Holy Spirit as a guide and comfort to the believer. God sent His Holy Spirit into His Congregation. The Holy Spirit speaks in our conscience and in God's congregation. The office of the keys is a function of the Holy Spirit. Forgiveness is the office of the Spirit and not the office of mere words.
